NetZero - http://www.netzero.net/ - I finally had a chance to check this out. There are local access numbers in Thousand Oaks. It's 100% free and you get an e-mail address also. The only downside is an advertising banner that stays on your screen all the time (which means you have to resize your browser window) and it takes a little longer to connect.
